  <body>&lt;br /&gt;&lt;p&gt;Hidden Lakes, a 161-lot gated community that developers say will fill a demographic need in rapidly growing West Valley, is headed for final city approval. &lt;/p&gt;&lt;p&gt;Hearing Examiner Gary Cuillier indicated Thursday he will recommend the city approve the project at the intersection of South 72nd and West Washington avenues. &lt;/p&gt;&lt;p&gt;Cuillier announced his intent following a brief hearing at City Hall. &lt;/p&gt;&lt;p&gt;Hidden Lakes, planned as an upscale development for active retirees, is one of a number of new housing subdivisions in West Valley that eventually will add hundreds of new housing lots to the area. &lt;/p&gt;&lt;p&gt;The 38-acre project is a planned development that allows for two gated entrances, more narrow private streets, and sidewalks that are at street level to provide a more neighborhood feel. It also features an extensive network of walking paths, a central clubhouse and pool, and eight acres of open space. &lt;/p&gt;&lt;p&gt;The project will cater to buyers age 55 and older, who will account for 80 percent of the homeowners. &lt;/p&gt;&lt;p&gt;&amp;quot;This project is going to be a major addition to West Valley and fill a demographic need that isn't being met,&amp;quot; testified Steve Strosahl, president of United Builders. &lt;/p&gt;&lt;p&gt;United Builders is developing the project along with a local development firm, Teammates LLC. &lt;/p&gt;&lt;p&gt;The tandem also is working on a retirement community known as The Villas on South 41 Street in Terrace Heights. &lt;/p&gt;&lt;p&gt;Pat Loomis, Teammates managing partner, said the units will be two- and three-bedroom homes in a $240,000 to $350,000 price range. &lt;/p&gt;&lt;p&gt;Loomis said Hidden Lakes meets a demand for housing from retirees moving to Yakima from heavily populated Western Washington. He said Yakima is still close enough to Seattle for quick trips and offers  quality medical care. &lt;/p&gt;&lt;p&gt;Cuillier will issue his written decision within 10 days as a recommendation to the City Council. &lt;/p&gt;&lt;p&gt;Teammates representatives anticipate beginning construction next spring. &lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;</body>
