Gates Sr. pushes income tax initiative

YAKIMA -- Bill Gates Sr. believes the state income tax measure he's pushing could win votes even in politically conservative Eastern Washington because he says it's, above all, a way to fund education.

Gates, a Seattle attorney and father of Microsoft co-founder Bill Gates, championed the measure, Initiative 1098, at a Rotary meeting Thursday in Yakima.

"I'm not quite so sure this is a fit within the liberal-conservative breakdown, because the subject is education. ... There is a bit warmer feeling on the educational issues," he said in an interview prior to his luncheon speech.

Proponents predict $1 billion in new revenue, 70 percent of which would go to a fund for schools while 30 percent would fund health care -- areas in dire need of better funding, Gates said. Nevertheless, he acknowledged the measure will be a tough sell in a state that has historically resisted a state income tax.

"There is a visceral reaction to the word 'tax,'" he said. "There is a history which suggests you start out with an uphill battle."

What could make this one more palatable to voters, though, is the fact most people would not be affected by the new tax. It is aimed at the wealthiest 3 percent of the population. If passed, I-1098 would impose a 5 percent income tax on earnings of $200,000 or more per year for an individual or $400,000 per year for a couple. The rate would jump to 9 percent for individuals earning $500,000 or couples earning $1 million. The initiative also would cut property taxes by 20 percent and increase the business-and-occupation tax credit.

A study by the Washington, D.C.-based Institute on Taxation and Economic Policy last year ranked Washington's tax structure the most regressive in the country because its sales-tax heavy method forces the poorest 20 percent of residents to pay 17 percent of its income in taxes. The richest 1 percent, by contrast, pay less than 3 percent of their income in taxes. Initiative 1098 would shrink that disparity, with a "careful and balanced reform of our state's tax system," Gates said.

Still, Washington voters rejected a state income tax four times previously, and this measure already has influential opponents, including the Association of Washington Business. The main concern among the initiative's critics is that, despite its narrow scope now, the state Legislature could legally alter its parameters two years after its passage. They also worry that any income tax could slow job growth.

"Everyone is vulnerable if this thing passes," AWB President Don Brunell said in a statement explaining his group's opposition.

Gates on Thursday dismissed the idea that lawmakers would expand the tax, saying any such move certainly would be challenged by a referendum to the people.

"There just is not going to be any change in this without a vote of the people," he told the luncheon crowd of about 250 at the Yakima Convention Center.

He also pointed to the initiative's B&O tax credit language that could help small businesses and actually create jobs.

Gates' main point, though, was that the state is failing to treat education as its "paramount duty" as outlined in the state constitution. If it's going to fix that, there will have to be a new revenue source, he said.

"We have to do something to improve our education system," he said. "That's where it starts. And to me there isn't any question about the second ingredient: We have to spend more money."

I might get a lot of flack for this comment but would schools be so overcrowded and underfunded if we simply required the parents to provide proof of citizenship or legal resident status? As a teacher I got really tired of the students on free lunch who had hot cheetos with them every day, a cell phone, designer clothes and a parent picking them up in rigs like a new Cadillac SUV. I'm all for the richest segment of our society to cough up their share like the poorest segment - whatever their legal status is in this country, and especially for education - but I would not vote for this simply because in a few years it will turn into something entirely different and by then we would be stuck with the state income tax. No thanks. I think it would be better to lower the property tax on lower income properties such as those under $200,000 and raise it on properties worth more.

As already noted... there is too much of a danger that this proposed tax would morph into something totally unacceptable in the future. And the question remains: What about senior citizens on a limited income with no children or grandchildren in the education system? Why should they support something that has no benefit for them? They've already paid their dues!

Its very simple folks, vote this bill down on election day. Gates SR can then have his son and himself simply write out a check and give whatever they want to the State. I'm sensing he feels quilty because his son is so rich.

Touche' to all of the above! It will morph into something down the road. And I also am tired of seeing the exact thing that minmonkey described in the field that I work in. The biggest thing that gets me is the attitude of ENTITLEMENT that some of these people who really do not need the WIC and the EBT Welfare monies give because the couple is unmarried, woman stays home to raise the many babies that is supposed to represent God's glory, the partner brings in cash in very various ways, and we give them welfare money! THIS HAS GOT TO STOP!!!!

One more way for the government to suck our blood right out of us. It would be way more productive to push for a federal flat tax and cut many of the IRS positions and roll a portion of that money back to the states on a per capita basis rather than adding another tax. What incentive do we have to perform if we are only going to be penalized for our success?

In order for this statement to make sense, illegal immigrants would have to make up a sizeable chunk of the student population. They don't. Unless you consider every poorer Hispanic/brown person to be an illegal immigrant.

I've seen white students with free lunch who also had cell phones... are you going to make some derogatory remark about them, too?


Anyways, it never ceases to amaze me how everyone (mostly right wingers) complains about infrastructure, education, healthcare, and pretty much every public service around, when everyone is always calling for a slash in funds for programs everyone uses.

It's nothing more than the "Not in my Backyard" syndrom. You know, the same syndrom that the Kennedy's used when they wanted to put wind machines up in the waters off of Martha's Vineyard?

In other words, mess with a program I'm not interested in and all will be ok, but mess with something I care about, no way!

Oh yea, I might even add that I don't have a big problem with a state level income tax, if, and keep in mind that is a very big if here, if it is crafted wisely.

I'm not sure that our lawmakers can handle that type of legislation.

Yes, I'm the one exaggeratting the effects of a tax, over looking the positive aspects (funding for education and healthcare), pretending that I'll actually be affected by the tax and I'm blaming it on illegal immigrants.

Truthfully, why should I pay for your kid's education? This State's educational fund has already been looted by the Governor. Isn't that what the lottery was designed to pay for?

Once an income tax gets into place, the Democratic legislature will soon make it applicable to everyone. Tell your congressperson to obey the State constitution, which wisely prohibits any form of income tax.

If you want a free education, please move to California. I am sure they will gladly take all of your income that you make.

Perhaps that is what scares a lot of people. Just pick up the paper and read the same nauseating stories day after day and a lot of folks tend to turn inwards since it's apparent that the current state of affairs does not have a light at the end of the tunnel. Enforce existing laws, stop selling this country down the drain in all aspects and perhaps many more citizens would have a rosier outlook and support its future with more taxes. Until that happens I'm afraid we're just being dealt the old "taxation without representation" cards.
