YAKIMA, Wash. -- The Yakima County jail echoes with slamming steel doors and yelling prisoners as a federal agent sits down behind a computer with a list of inmates to interview.
Across the table is Julio Laguna Mendoza, a quiet 54-year-old arrested for drunken driving several days earlier. The computer shows he's no stranger to the system.
Laguna's been arrested a half-dozen times for illegally entering the country. Mug shots provide a time-sequence of Laguna aging after each arrest.
This time, he made it as far as Yakima. But it won't be long before he's deported again.
Few issues are more controversial or emotional than the impact illegal immigrants have on crime -- or how local law enforcement officers deal with illegal immigrants.
Immigrant-rights advocates insist that most are hard workers no more likely to commit crimes than citizens. Others blame illegal immigrants for a large share of the Yakima Valley's serious crime.
But getting an accurate picture has never been easy. To date, authorities say no specific research has been done on the impact of illegal immigration on the criminal justice system in Yakima County.
Local police, deputies and prosecutors say they don't know what percentage of crime immigrants commit because they don't ask suspects about their immigration status. Jailers don't keep statistics on whether inmates are here legally. And to some degree, federal agents seeking to identify immigration violators among the jail population must rely on what suspects say.
But a Yakima Herald-Republic analysis of county jail booking records for the month of October sheds some light on how many in the facility are suspected of violating immigration law and what local charges they face:
* Six percent of the more than 630 people booked into the jail on local charges in October were suspected of breaking immigration law and placed on federal hold.
(Immigrants who are not U.S. citizens account for just under 13 percent of Yakima County residents, according to a 2008 U.S. Census estimate. The census report did not distinguish between illegal immigrants and those here on visas.)
* Citizens and those placed on immigration holds were booked on felony charges at roughly equal rates, 28 percent and 26 percent, respectively.
* More than 60 percent of inmates with immigration holds were booked on traffic violations, such as driving without a license and negligent driving.
* Drunken driving, a gross misdemeanor, was the No. 1 charge against noncitizens.
Without extensive study, it's difficult to tell whether October was a statistically average month at the jail.
But local police officials, while repeatedly emphasizing they don't ask suspects about their immigration status, said the numbers weren't unexpected.
"It's not surprising at all," said Sunnyside deputy police chief Phil Schenck.
Authorities also agreed that jail bookings in October provide a fair snapshot of the Yakima Valley's demographics, which change with the agricultural calendar.
Exact comparisons are difficult, but the local rates are similar to those found in at least one study elsewhere on immigrants and criminality. A 2008 analysis by the nonpartisan Public Policy Institute of California showed that while immigrants make up about 35 percent of that state's population, they account for 17 percent of the adult prison population.
Federal agents have been pulling illegal immigrants from local jails for years.
"We're focusing on the most egregious criminals or threats to the public," said Bryan Wilcox, deputy field office director with the U.S. Department of Homeland Security in Seattle.
"Anyone we encounter in the jail, regardless of the circumstances of how they got to jail, if they're not a U.S. citizen then were going to look at them."
The federal actions, however, are not without controversy.
Ann Benson, director of the Washington Defenders Association Immigration Project, said the federal program targeting inmates in local jails doesn't seek out the most serious criminal aliens.
It's an indiscriminate dragnet that rounds up as many immigrants as possible, she said.
"The overwhelming majority of the people being rounded up are fathers, sons and brothers who have families that rely on them and who are members of our communities," she said.
Others, however, want to see far more aggressive enforcement.
Yakima County Sheriff Ken Irwin regularly gets asked why immigration status isn't questioned when deputies are investigating a crime.
"We concentrate on the criminals committing crimes, not those people violating immigration law, because effective law enforcement is based on trust of the community," he said. "And if we have a large segment of the community that does not trust law enforcement, then the community as a whole is less safe because crime is not being reported."
Besides, police agencies have enough trouble keeping up with drug crimes and car thefts, he said.
"I've told so many groups I've talked to that if I could get rid of the stupid white people who are heavily involved in ... methamphetamine -- wow, that's where we'd really see the reduction in crime," he said.
"But the illegal immigrant is an easy target and a little too easy to blame for the ills that we have."
His stance -- echoed by other Yakima Valley law enforcement leaders, including Yakima police Chief Sam Granato -- frustrates people like Bob West.
West is the president of Grassroots of Yakima Valley, an organization that wants local law enforcement agencies to verify the legal status of everybody they encounter -- and to alert federal immigration authorities of possible illegal immigrants.
"Nobody checks up on it because it's not the politically correct thing to do," West said. "I'm not saying all illegal immigrants are criminals. But the illegals have broken at least one law. Who knows what percentage of illegal immigrants break other laws?"
Some of the Valley's most vocal opponents of illegal immigration recognize that immigrants don't commit a disproportionate amount of crime here.
But their U.S.-born children do, said Nick Hughes, a retired hops seller who has stood in front of Yakima City Council meetings to blame Hispanic immigrants for gang violence.
"Most of the gang members are (children of illegal immigrants)," he said. "If we hadn't allowed the illegal parents here, we wouldn't have the children here causing the gang problems."
Few -- including those in law enforcement -- will disagree with Hughes' assessment. Irwin called the trend a breakdown in immigrant families.
"They're hardworking people, for the most part, but the children ... are not being disciplined and parented as they should be," Irwin said.
Illegal immigration brings its share of problems, even if crime is not a major one, Irwin said.
Overburdened schools, social services and hospitals are among reasons why the federal government should find a solution to the nation's immigration problem -- whether it's a path to citizenship for millions of illegal immigrants or mass deportation, he added.
"We've all been a part of this problem," Irwin said. "We're used to the services -- landscapers, construction, hotels, all of that, especially our agriculture industry has benefited from illegal immigration to a certain extent.
"We all need to be a part of a solution, whatever it may be."

The solution, Sheriff, is to start enforcing our existing immigration law, not continue to ignore it.
As to the percentages listed above, a huge part of the problem is that NOBODY REALLY KNOWS THE ANSWERS TO MELISSA'S QUESTIONS. If the Federal Government were to be held accountable for the costs of what we have had to cover for these people, they would probably be more attentive to their jobs - that of tracking foreigners in our country and their current status.
We don't need another law such as , Comprehensive Immigration Reform. We have enough laws. All we need to do is fine tune the law we have to make the guest worker program more workable, and a way to track the people we let in so that they don't just settle in and stay. If they overstay, deport them without any further fuss.
As to the "breakdown in immigrant families", referred to by Irwin, the same can be said for many families, immigrant or not. The root of the problem is how the parents and even their various cultures, view the law and what they teach their children accordingly. Parents who put little value in the law and enforcement are likely to pass that same basic sense character trait on to their children. Add that the State of Washington has taken over all juvenile law, is responsible for the complete breakdown in that system as well, leaving us with the ingredients for what we face today - gangs and gang violence, and kids who ignore authority and throw it back in the faces of the adult population, wherever, not just in Yakima.
A juvenile that is caught for a crime in Washington, is given the chance to commit up to 5 felonies before he must suffer the consequences of his crime. By then, he has learned the behavior that criminality of ok. After all, he has had plenty of chances to practice this with few or no consequences. Furthermore, if his parents try to hold him accountable, he threatens the parents with a complaint to CPS, who will punish THEM, not the kid. Thanks to the ACLU and the State, the threats are not hollow. The parent loses control while the kid thumbs his nose at ALL authority.
You all know this is a popular scenario in many child behavior problems of today. Government interference into the private family has gone way too far - it needs to stop.
Good work, Melissa - you obviously worked very hard on this article and took pains to report it fairly and completely. Too bad our government agencies who are responsible for this mess can't give you better information.
Of course, that is a major part of the problem - they simply don't know. And they should.

In this image, the large pink square is supposed to be showing a daycare, however, that isn't a daycare, it's the closed Yakima mall. OK The first small red dot is the real daycare and the second small dot is one level two offender, maybe a half to one block away. The real problem also with this daycare is that any sex offender can go right in that small building if he is also a drug addict.
This is just one of numerous mistakes in the sheriff's map. To me, all of them making an attempt to cover up this mysterious daycare which is operated by Triumph Treatment at 102 s. Naches. In their public literature they say nothing about this daycare. However in meetings with the city they refer to onsite daycare.
In addition the state day car licenser, Marta Hernandez, says she licensed the day care and she didn't know anything about sex offenders, but kept refering to "a large wall separating something from something else".
There are numerous mistakes in our illustrious "sheriff's" sex offender map. Within minutes of messing with it (it's a pitiful map)I came up with several mistakes. In addition the way the map is composed you never get the realization that there are lots of offenders around the secretive daycare.

Report ViolationThis guy must live right at the daycare. The # 2 icon is supposed to show his residence, however the daycare is at 102 s. Naches so this guys adress must be #104. The little red flag that is supposed to show a daycare would actually be the lot of the Chinook Tower on corner of Naches and Yakima ave. It may refer to the YMCA, but that would be so protected and guarded with locked doors throughout, it would be nothing like a daycare run by 80 year old women in the same small building that drug addict sex offenders hangout. Especially if it was a licensed day care as Ms. Hernanadez said. I can find no number for it, and wouldn't you know it Early Childhood Education's license number webpage doesn't work at all and because of cut backs all their secretaries have been laid off and they don't call you back with the smokey hazy voice mail system. Oh Gregoire, you're a wiley out bat, aren't you?
Here's just a sample of potential guests at this daycare. I haven't included the misrepresentations on adresses, etc., but in just fifteen minutes there were several. The women that say they licensed this, Marta and her superior both have heavily accented English which lends me to think that they are not American born. I don't want to seem like a racist (which their regional office supervisor immediately tried to pin on me), but why would they have heavy Spanish accents?

Staying on target with discussion of sheriff, I'm improving, aren't I?
What must be understood is not just individuals having generalized impacts on our society; it is to understand how our policies--not enforcing the law, providing all kinds of incentives to come here--attract MILLIONS each year here. And then understand the impact this has in terms of crime, education, welfare and an unsustainable rate of resource depletion, crowded freeways, and continuing ecological degradation of every kind.
Our policies are determined by basic greed; a need to continue pursuing an assumed unlimited growth while gaining access to profit-making cheap labor. Corporate policies that have no sense of responsibility to future consequences.
For cryin out loud, wimpi... This article is about illegal immigrants and crime, not daycare and neighboring sex offenders and Triumph Treatment, etc.

I know what you mean about the meth heads. However, there is something going on here which is a little different, and that's what get's me. I've got to track this down with the state's head CPS office. Now I don't know if that makes them better than a meth head, but I believe that a large number of the clients come from out of town. I have been told by them and past clients, drug addicts, and dope dealers that the girls are merely pot smokers (could even have taken one puff) and because they are on welfare with children they have to go to Parkway (9 south Naches Ave).
This would be like throwing fresh little baby lambs out to salivating sharks. Also, there are a huge percentage of the girls cars that all mysteriously come down with "disabled alternators". I think if they can't get to work they lose their kids, I'm not sure. In addition, I have seen with my own eyes meth heads placed in that housing that tell the girls it's OK to smoke pot.
I just cannot stomach seeing young beautiful girls with their beautiful children being tossed out to slobbering creeps(men and women, some 80 years old).
With his map being cattywhompas Irwin's got some explaining to do and if Olympia's CPS is ordering them over here, than they have some to do also. I have a feeling that they have all just fired their secretaries and it's gonna be a maize of people saying "go talk to him" "go talk to her". Or you may get some hyper inflated jerk that in a ominous voice asks for your physical address, not your mailing address. Makes a lot of sense.

Of the 630 people booked, I wonder how many were contracted prisoners from across the state that have nothing to do with crime in Yakima. If those contracted prisoners were included in this "study" that would sway the statistics considerably. Also what about the numerous other jails that are in the area, Yakima City, Wapato, Toppenish, Sunnyside ect, any count from them?
Also I wonder if any contact was done with local law enforcement agencies to see during the month of October how many warrants were issued for non-citizens but they are unable to locate them to arrest/book them.
I do appreciate this story and I think it was journalistically written far better than the average YHR article, I just see the pitfalls of how easy statistics can be skewed or not accurately represent the issue at hand.

My jaw dropped when I read the headline of this story. The YHR actually looked into one aspect of illegal aliens' negative impact on our community. Good job Melissa Sanchez and thank you YHR.
I would also like to see some investigative reporting on how much of a financial burden illegals place on our education system and social services system.
We are constantly informed of the so-called "benefits" that illegal aliens bring to our community, so it was nice to see the YHR provide a little balance by reporting some of the problems they bring.

Look you've got to copy and paste the URL. That's a lot of effort. My plans are to document thE mistakes on Irwin's website. If it goes accordingly, that'll be about 200 sex offenders not at the current adress circling a round an illegal "MYSTERIOUS" daycare. Mothers who have been shipped here and have no idea how bad that section of town is. You wonder what all the trouble has been in our town. I think this leaves Yakima off the hook to a certain extent. I've already got the images, just need to coalate them, so there's no point in them trying to change it now. Just explain what's going on. What if this place and the main people gone brings some kind of healing to Yakima and lets the cops relax. Probably they will find a lot of this associated with illegal immigration. It's just not that important to go back and forth on the illegal immigration for boring, boring days of the same old stuff. Good article. Long overdue in coming. This is a tough subject for Yakima, but it has to be dealt with - dealt with real facts either way. I too hope they follow up with stories about the impact on education and health care.

By we, I guess you mean those of us that employ illegals. Therein lies the problem. For the rest of us, we used to make a living in construction, hotels and aspects of agriculture. Many of our K-12 graduates are only prepared to continue that tradition. What are they going to do? What used to be good paying jobs often with some benefits are now minimum wage, often under the table, jobs with no benefits. 43 years ago, at 17, I worked evenings in the packing sheds while going to high school. I had Teamster benefits. I worked primarily with family women I knew from church, cub stouts and the neighborhood. They made the money that allowed their families to live in nicer neighborhoods and enjoy the American Dream. Who does those jobs now?

No sane person would do construction or work in the orchards for minimum wage. If you can't see the benefits on an economical standpoint, I suggest you enroll in a microeconomics class at your nearest college.
Well, I hate to break it to the illegals, but history has always, always shown that in periods of severe unemployment they don't think twice abut shipping them out. So I guess it depends on the economy. I guess there were big plans built around the "truther" Van Jones and his green jobs but that flopped.
And when the Feds figure it out that Patty Murray and Christine Gregoire's Early Childhood Education is just a little too racey and doesn't produce anything good that will sort of encourage deportation of the children too. Tsk

Probably a few with our sheriff and then will settle down into the delightful personage of our illustrious "charitable woman" PATTY MURRAY, and anyone else unfortunate enough to be connected to her and her illegal youth centers and day cares.
Where is my sketchpad, this looks like fun. By the way, the Seattle papers are full of this stuff. On their blogs, some of the blogs are nothing but cartoons. So if there are tons of comments about "Please stay on the subject", that's probably a tip off that their employees are being told to shut up the "meek Yakimans". That shows how far their socialist system is permeated into Yakima. The employers telling the employees what to think and even trying to control blogs which are meant to be completely unedited.
Now, who is politically associated with Murray? And when are the elections coming up? How long has it been that Eastern Washington has had some representation and a Republican governor. This is just too delicious, not to mention incriminating.
FYI - Don't know what you are talking about. I haven't changed my point of view, public or private. My so-called "fame" as you put it, if associated with my stand on illegal immigration and its affects on our community, is widely known already. I have taken a public position regularly on this issue, without hiding behind some alias in an anonymous blog section of the newspaper.
My goal is simply to try to offer a common sense solution to a huge problem we have. I was actually part of the problem, back when it wasn't one. But, some things simply go too far.
We all have to pick our battles. Lack of proper immigration enforcement, and the horrible results to our community and its infrastructure, s what we are now experiencing after years of ignoring the law, happens to be my battle of choice. Yes, I evangelize on this issue, but I believe that someone must. I would rather focus on fixing the cause of one of our communities largest problems - violent crime - than achieve your approval by your continuing justification to carry on the cancer that thrives in this ones great community. You do that by admitting, (and I remember you doing so in past posts) that you hire illegals yourself.
I remember an interesting debate on this subject I once had about a year ago with the son of one of my favorite grower friends. You sound just like him.
No matter what you say, you cannot justify to me, the pattern of continued behavior of employers who hire these illegals and knowingly breaking the law. If true, you are part of the problem, not the solution. Your day will come when you may be called upon to answer for those decisions.
And don't forget the real reason for this - MONEY & PROFIT! However, you are selling a product that I am not interested in paying for any longer - taxpayer subsidies of cheap, slave labor for a few greedy businesses.

In the last decade...or so...the ones of us that don't try to cause anyone any grief, have become the fire hydrants of society. It's getting mighty old listening to the whines and moans and groans of a whole bunch of folks that have committed crimes against the rest of us law-abiding citizens.

Report ViolationI'm not sure but I think that cartoon is supposed to be Sheriff Irwin in front of that illegal daycare at downtown Triumph Treatment at 102 s. Naches. There's not supposed to be a daycare there it doesn't have a license and I guess the artist is blaming Ken Irwin ( says Steve) because the Yakima county official website had been advertising it as a legal daycare. I guess poor Bill Gates has been giving them money also. I think they're going to keep making cartoons and stuff about poor Sheriff Irwin until he's man enough to shut it down. Poor guy, it's kinda pitiful. Boy, if he's ever caught going in that place it better be to save those kids.
