Tim Eyman's latest appeal to voters, Initiative 1033, plays again on a populist-themed outrage over excessive spending by state lawmakers. He hits the bull's-eye here.
Two years ago, it appeared the state had won the Lotto jackpot. Revenue was pouring in at a record clip and lawmakers couldn't resist spending it as quickly as possible. Though Gov. Chris Gregoire insisted that some of those funds be stashed away in a rainy day fund, which serves as an emergency savings account for the state, that proved hardly enough.
With last fall's twin collapse of the nation's financial and housing markets, the good times came abruptly to an end, and this past legislative session found lawmakers facing a reversal of fortune -- this time a record shortfall in revenue.
So in stepped Eyman with his Initiative 1033 that the veteran ballot barker says will return fiscal restraint to state spending. If approved by voters Nov. 3, the measure would place a cap on the flow of revenue from taxes and fees that state, county and municipal governments take into their general funds. This revenue cap would be fixed at 2010 levels and would rise only to reflect inflation and population growth. Revenue that exceeds the cap would be used to reduce property taxes. In terms of state and local taxes, Washington ranks 28th in the nation in taxes per $1,000 of personal income.
Eyman argues the initiative would not eliminate increased spending, but would restrain its rise to a more prudent rate tied to inflation plus population growth.
Critics say the initiative wouldn't allow the state to meet unexpected emergencies like natural disasters. But Eyman correctly argues that under I-1033 voters still retain the authority to increase spending, and lawmakers can also amend the initiative two years after its passage.
Eyman argues I-1033 would restore limits on state spending that his previous initiative, I-601, had forced upon lawmakers. Ever since I-601 went into effect in 1993, lawmakers have watered down those limits, Eyman says. That, in turn, opened the doors to the spending spree several years ago.
Eyman delivers a strong argument. The roller-coaster ride that this state has suffered through over the years through undisciplined spending by lawmakers is maddening, and makes for lousy public policy when the economy cools and cutbacks are required.
However, Eyman carries his passion too far in I-1033. The initiative would effectively anchor state revenues to the spending limits of this current recession and would prevent the state from digging itself out of this budgetary hole. The state Office of Financial Management predicts the initiative would reduce the state budget by $5.9 billion by 2015.
In particular, health care would be severely burdened. Critics of I-1033 argue the measure could result in further erosion of support for hospital care to Medicaid enrollees -- low-income families, elderly and disabled children. Projections place this shortfall in the next five years at $480 million. In the Yakima Valley, where nearly a half of the population is on some form of public assistance, primarily Medicaid, this shortfall would be particularly painful.
What concerns us also are the cutbacks that will befall our cities and counties under Eyman's initiative. His main beef has always been with what he calls free-spending state lawmakers. So why drop a sledge-hammer on cash-strapped towns and counties?
Due to plunging sales and property taxes, Central Washington municipalities and counties are facing extreme budget shortfalls despite being, as a group, fiscally prudent. But under Eyman's initiative, that doesn't matter.
Look at Yakima County. It faces a $3 million shortfall next year. If the initiative had been in place since 2002, the county would have faced an additional $15 million in curtailed revenue, a prospect that would surely have led to severe cuts in law enforcement and courts, which comprise nearly 80 percent of the county's budget.
Furthermore, the initiative does not exempt rainy day funds for cities and counties from the revenue cap. How fiscally prudent is that, Mr. Eyman?
We find Eyman's passion for spending restraint laudable but not his initiative. It overreaches and puts an unfair shackle on cities and counties, as well as on public services, that is unacceptable.
That is why we recommend a no vote on Initiative 1033.

The special interests that benefit from big government have so far invested $1 million in an effort to defeat Initiative 1033, a measure on November¹s ballot that would limit the growth of government. We expect that figure to grow exponentially. We expect these special interests -- primarily public sector trade unions -- to spend upwards of $3 million trying to beat back the latest Tim Eyman-sponsored measure.
We hope they fail.
The premise behind I-1033 is simple. Government should only grow as fast as the private sector. That is not what is happening now. Government is growing -- and has been growing for decades -- at a rate that is much higher than that of the overall economy.
It doesn't take a math professor to figure out that growth like that is unsustainable. Pretty soon, the trend lines will cross. Pretty soon the tax generators will not be able to support the tax spenders -- there will simply not be enough of us.
As we have written before, we could soon be facing a situation where the number of people pulling the wagon will be outnumbered by the number of people riding in the wagon. To put it less delicately, the parasite will outgrow the host.
Unless something is done to control that trend, we as a society face a dismal future.
Under I-1033, state, county and municipal governing bodies will be allowed to hike their budgets at the rate of overall inflation plus population growth. If the economy grows 4 percent and the number of people in the city, county or state grows 2 percent, the legislative body would be able to raise its budget 6 percent.
Any money raised in excess of that figure would be used to reduce overall property taxes. If a government needs more money, it would need to receive approval from taxpayers through a special election.
Basically, what I-1033 does is force elected officials to get their labor costs under control. Labor is, by far, the biggest cost driver in government and until its growth is slowed, things will never get better. I-1033 could make that happen.
The hand-wringers have already begun their caterwauling and their personal assaults against Eyman. We hope voters see through those straw dogs and stay focused on the central question behind the measure.
Can we as a society continue to allow our government to grow at a rate that is substantially higher than the private sector? Those who oppose I-1033 have a moral obligation to answer that question.
If they don't -- or won't -- then it seems to us that the choice is clear. We need to take matters in our own hands through the initiative process and force our elected officials to make the tough cuts by limiting the amount that can be raised through taxes.
Maybe that will get their attention.

You've just convinced me (a conservative republican)to VOTE NO on I-1033. If the "Business Times" is for it-I and a host of other republicans are against it. This WING-NUT publication is an embarrassment-especially when it claims to represent conservatives. It's right up there with the "Globe" & "National Enquirer".
Extending I-1033 to include cities and counties is overkill I agree. There are many problems with I-1033 but here are 3 I think voters should be concerned about:
. I-1033 IS A BUDGET FREEZE. There is no "growth" in public services if all you can do is buy the same service next year at its inflated price. A similar measure in Colorado resulted in continued severe cuts in public services. Voters recently suspended it because of all the cuts.
2. I-1033 IS A WEALTH TRANSFER SCHEME. Renters who comprise 35% of households in the state will pay the same sales taxes and other fees as before but will get no tax rebate. One third of the tax rebate goes to corporations and businesses not homeowners. And what homeowners get is not dependent on the sales taxes they paid but on the amount of property they own. I-1033 is a reverse Robin Hood scheme taking tax dollars from renters and using it to pay property taxes for property owners. The winners are wealthy property owners.
3. I-1033 TAKES AWAY LOCAL CONTROL OF PUBLIC SERVICES BY ELECTED OFFICIALS AND REPLACES IT WITH BUDGETING BY REFERENDUM. This is a wasteful and costly process that has contributed to California's budget woes.
I-1033 is a scheme dreamed up by conservative anti-tax, anti government fanatic Tim Eyman to sneak in another measure to reduce government without consideration for the costs or impacts on the public.
Times are tough enough for the public and I-1033 will make them worse by locking us into a permanent recession. Vote No on I-1033.

No, Mr. Smith, what happens is that the County Assessor's Office arbitrarily assesses land values at a higher rate, thereby increasing revenues in a declining economy without technically raising taxes. My land value went up by almost 50% in the most recent assessment. Do you think I could get $20,000 per acre for my property? Neither do I.
Then the Planning and Public Services Department of Yakima County sorts through old paperwork to find people who have outstanding building permits and charges them $130 to clear the permit. This recently happened to me. I didn't even know that I had a seven year-old building permit (it was obtained by a contractor who is now out of business). To top it off, the county doesn't have the building plans. The Code Enforcement Officer asked me to provide the plans...so Yakima County could levy a fine.
These are Republicans, Mr. Smith. Nickling and diming the tax-paying public to death.
After Gregoire recently announced that she's changed her position and now wants higher taxes - whatever increases 'lawmakers and interest groups' tell her to enact - the need for Initiative 1033 became even more evident. During a recession, raising taxes and increasing the burden on struggling working families, fixed-income senior citizens, and a hurting business community will only make the recession last longer. Gregoire's tax hiking plans will only make a bad situation worse.
Under I-1033, state, county, and city politicians CANNOT raise taxes or fees without voter approval.
Let us say that again: UNDER I-1033, STATE, COUNTY, AND CITY POLITICIANS CANNOT RAISE ANY TAX OR ANY FEE WITHOUT VOTER APPROVAL.
Gregoire thinks she can tax us into prosperity and I-1033 stands in her way.
So Gregoire blew a gasket yesterday on I-1033 saying it will "devastate" the state of Washington. She and the Democrats have done that all by themselves by adopting unsustainable budgets resulting in a $9 billion deficit. As soon as Gregoire became Governor in 2005, it was her top priority to get rid of I-601's inflation-plus-population-growth limit that had worked very well for the preceding 12 years, from 1993 through 2005. When they got rid of that growth limit in 2005 and raised taxes too, they put Washington state on a fiscal roller coaster, overextending themselves in the good times -- creating totally unsustainable budgets -- which led directly to making the bad times worse, ending in a $9 billion deficit.
Gregoire needs to look in the mirror and realize that it was her lack of fiscal restraint in her first term that resulted in that fiscal roller coaster and that massive deficit.
But rather than learning from that egregious mistake, she's hell-bent to repeat it.
She's now re-reversed her position on raising taxes -- she's now in favor of whatever "lawmakers and interest groups" tell her to increase. Higher sales taxes, property taxes, utility taxes, business taxes, and, something she and other Democrats have always wanted, a state income tax -- Gregoire's open to all of them. I-1033 is necessary exactly because without the citizens restraining them, Gregoire and the Democrats have showed themselves incapable of restraining themselves.
I-601 worked very well for 12 years, Gregoire and the Democrats nearly destroyed Olympia without it in 4 years.
Voters support bringing back I-601's fiscal discipline by resurrecting the same growth limit with I-1033. And voters support lowering property taxes by controlling the growth of government with that limit. That's reasonable, that's sensible, that's what 315,000 citizens think is a better way to go.

response: under I-1033, ANY extra revenue collected, regardless of how they get it, will not be allowed. So under I-1033, they won't do the frustating "maximize revenue" things they do now because they won't get to keep the money - they've gotta give back that extra revenue via lower property taxes.
Imagine cities, counties, and the state not constantly trying to take more of our money, not without voter approval? sounds pretty good to 315,000 citizens and polls show that it sounds good to 61% of likely voters.
Eyman convinced me to never vote for anything he pushes when I witnessed him throw a royal tantrum in court. What a toddler. And nothing he's shoved off on voters has done us any good in the long haul. How many more Eyman lies are we going to have to put up with? Two things I can say about the boy, he certainly has a rich fantasy life, and has no respect for the truth. Typical Republican.

What is your solution to education, public safety, healthcare, and many more funding when budgets are capped. Also, I never seen your petetion in Eastern Washington at all to send I-1033 to ballot to be voted on. So, you are saying that the 315,000 voters are from Western Washington and are a select group. Because when I talk to people one the don't know about this I-1033 and wonder why it's been a big secret until now. And they also say they are Voting "NO". Eyman's income comes solely from initiative sponsors or more simply one sponsor, investment banker Michael Dunmire.
Eyman could have returned I-601 word for word. I-601 was a true grassroots initiative. Sponsored and created by Washington citizens.
Instead Eyman has brought this twin of Colorado's failure. It has failed in Colorado and been rejected in dozens of states.
I-1033 goes too far. Reject I-1033.
Not really questions but here's a few points to consider:
* there are millions of people in the state -- just because you never saw a petition doesn't mean they weren't available.
* our initiatives, especially our measures that control taxes, tend to be approved by wide margins, especially so on the east side of the mountains.
* we have thousands of supporters throughout the state -- opponents are almost completely funded by WA DC's most powerful government unions (NEA, SEIU, AFSCME).
* Jack, Mike, and I ask our supporters to donate to a compensation fund that the three of us divide up for our political efforts.
* I took out a 2nd mortgage on my home and loaned the campaign $250,000 to help get the initiative on the ballot. The rest of the money raised was from 2147 donations from our supporters.
* Any voter who bases their voting decision on anything other than the policies in I-1033 (like all the stuff listed above) is a sad, sad individual. Fortunately, 99.9% of voters take their right to vote very seriously and don't waste their time on irrelevant topics.
According to polls, I-1033 is likely to pass.
Once again, the YHR's opinion is irrelevant and wrong. As usual, they're out of touch with tax payers and they side with the tax-and-spend liberals in government.
The YHR doesn't mind that you're over taxed, and they're fine with your property taxes increasing while property values decrease.
YHR's opinion on this matter amounts to very little with this being a state issue-sort of like my opinion. Don't care for Eyman but, spending does need to slow.
Report ViolationI-1033 increases the state's reliance on sales taxes ensuring the state is on a fiscal roller coaster. The lack of sales tax revenues has fueled the state's $9 billion dollar deficit.
Yakima would lose property tax revenue as well as Yakima County tax revenue as well as revenues from the state. These cuts would make Yakima further dependent on the sales tax collections from the state.
As for the supposed safety valve of "new voter approved revenue", forget it. Even the conservative Washington Policy Center believes I-1033 is unclear enough to cause any "new" revenues to sunset shortly after their approval.
To Tim, The word is spreading againist I-1033. The reason is that it will destory the state's economy and send it into a difficult downward spiral. It will cripple public safety, reduce education, effect healthcare, and end jobs in this already weaking job market. Before you go off and make statements think about who you are hurting and tell your self I was responsible for people losing there jobs, safety, healthcare, and education. And I hope you sleep good thinking about that.. Vote NO to I-1033 the Terminator initative to Washington state.
Report ViolationI just want to bring to the Yakima citizens alittle information. If I-1033 passes it will destory the State of Washington. Think about this when voting. Most public safety is payed for by taxes i.e. wages, supplies, equipment (Fire trucks, police cars), etc. If I-1033 passes how do you think those agencies will pay for or obtain the funds to pay for loss of revenue. First there will be a reduction in staffing (police, fireman). And second they will charge for the service or bill for the service. I know that the police departments get some not much revenue from tickets. But could you imagine Fire departments charging to put out your house or help in some sort of emergency. Well it could happen to this state to make some difference in loss of revenue that they needed because of a increase in services (people, crime, fire, EMS, etc). So, before you go off and vote for a public safety destorying initiative stop and think about what I said and check to see if it could happen.

Report ViolationThere is alot of rhetoric flying out there! As usual there is some positive and negative here. Nobody questions whether we need more fiscal responsiblity. They are questioning the impact on our already overburdened public systems. Tim hasn't answered that yet. Why not? Have you been to a hospital lately? If this cuts assistance even more than has already happened why would hospitals remain open? They are on a fine line already. The more Tim doesn't answer these questions the more likely I am to vote "NO".

Why won't anyone for 1033 answer the question regarding 5.9 billion in general fund cuts? Or almost 3 billion in cuts to other services? Including those that keep us safe. The inappropriate actions of some government officials does not make all government officials bad. Some County employees do work, very hard also.
Having the facts and knowing what you are talking about before you give a ringing endorsement or opposition is the best thing you can do for yourself.

I think that the people have no clue about taxes, they are ignorant and don't understand how the Government works.
Nobody in the Government is wasting money on frivolous projects like replacing green signs with brown ones or paying for a bridge over the freeway from one Microsoft Campus to another.
Just because the tax base decreases because of job losses and businesses closing there is no reasons to trim back on Government and require them to spend more responsibly. Who are they that would presume to question the Government?
Taxes should just increase on the rest of the people paying them to make up for the losses cause by those losers that have lost their jobs and lost their businesses. Seriously, How can the Government work with less money?
Why should Government officials get paid less or not get a increase in pay just because the economy is in the dumpster? They are doing the job they were hired to do aren't they? So why should they suffer?
The tax payers are there just provide resources for the Government to use how ever they see fit.
The Government should do exactly what they want to because they know what is best for the people who are just ignorant peons with no clue about anything but their tiny little lives.
Can't they see that if the Government does it then it isn't against the law!
I can see justification for the Government to spend tax money running commercials and spend working hours posting on blogs like this to get the people to do what is needed. How stupid are tax payers? Seriously? It is no big surprise that there is potentially no fear of anyone from the tax base reading this blog. So, why not just say it like it is.
If we let the tax payers vote on tax increases and they don't vote for increases well, then they can be held hostage and they will be the first to suffer.
They can be frightened them, by threatening them, by reducing the police departments and fire and safety programs.
They can be manipulated by using their childrens future against them like getting rid of teachers by increasing class sizes or reducing their pay and forcing the great teachers to leave to other places.
The rest can be arm twisted by reducing benefits for the elderly, state parks or even basic services.
Strike at them where they care most and they will regret ever considering taking control of their own lives.
They will wish they never got in the way and they should have let the Government do as they wished to begin with.
What else can be done, after all the Government has to be healthy and growing in order to protect those that care and believe in it.
The Government can be their God now, knowing all, doing all and all of it for them.
I say vote no on I-1033 - Because we don't need no stinking ingorant voters controlling our taxes!
