Washington residents struggle as food stamps lose buying power

Santos Rivas, Jr. leaves the URM Cash and Carry grocery store on Fifth Avenue in Yakima, Wash. on Aug. 14, walking back to his home in the nearby Savoy Apartments. Rivas spent about $8 at the store, half of his remaining monthly food stamp allotment. Once he spends all his monthly $100 allotment, he turns to relatives and food banks for food.
