Chasing stolen bait car wasn't part of plan

This is the 3rd or 4th time that Shaun has been caught eluding from the police in a stolen car with stolen merchandise. Why is he not in jail? I thought they passed a law, that after a person eludes so many times he is sent to prison for a longer period of time.

Seems to me the man chasing the car should have been in charge of the kill switch from day one.

But hat's off to law enforcement for all their efforts.
