The problem

Home ownership! Whether your home is 100 years old or 1 year old, there's always something that needs to be fixed, updated, etc. If a well is old and too shallow or a septic system outdated, it's no different than a wiring problem, or a leaky roof...it's the responsibility of the home/land owner to get it fixed, not the responsibility of the neighbors, a nearby business, or the goverment.
